PHP 5.4 is available on all Shared hosting accounts by adding the following code to your .htaccess file (at directory /public_html).
# Use PHP 5.4
AddType application/x-httpd-php54 .php
You can edit your .htaccess file via FTP or through cPanel's File Manager, whatever is more convenient for you.
